Step 1:
http://www.palmos.com/dev/tech/tools/gcc/install-rpm.html
Download prc-tools-2.0-1.Linux-i386.rpm
Simply invoke rpm (kpackage) to extract the contents.
Note Bene: version 2.0 relies on /usr/local/palmdev/
later versions are tipped to be different.
